James MacDougall, FSA, MAAA
James MacDougall is Officer & Vice President of Actuarial Consulting Services for the Lexington, Kentucky office of Marsh Actuarial Consulting.

He has lead successful actuarial departments and turnaround operations as Chief Actuary for Health Maintenance Organizations. His areas of expertise include developing sound rating structures, filing rates with Departments of Insurance, re-inventing the underwriting process and strategies, and negotiating appropriate group contracts. Included in developing sound rating structures are ground up rating principles from appropriate reserving methodologies, complete administrative cost structure analysis to a complete evaluation of provider reimbursement methodologies and unit costs. With a solid basis in Financial and Statistical techniques, he wrote the ground breaking research paper “Provider Reimbursement Methodologies” for the Society of Actuaries professional development program.

With over 18 years of experience, James brings a thorough understanding of the managed care industry and a deep technical knowledge of its workings from pricing, reserving, provider contracting and underwriting.

James holds a Bachelor’s degree in Mathematics from the University of Texas in Austin. He also is a Fellow of the Society of Actuaries (the Society’s highest designation) and he is a member of the American Academy of Actuaries.

  • Performed a study of the impact of proposed Medicaid benefit and rate changes for an integrated delivery system (hospitals, physicians and insurer). The end product included a comprehensive report outlining various strategies to meet profit, customer satisfaction and growth objectives.

  • Negotiated a contracting dispute settlement with a major hospital.

  • Evaluated various underwriting and rating systems for a Small Group block of business.

  • Helped a major employer (>17,000 employees) determine the best benefits, pricing and funding for their employee welfare program.
